Brief Company Profile:
The project “Improved Labour Market Information through the Joint Programme
on Population, phase II” aims to develop certain key building blocks of a
labour market information system (LMIS) that can
contribute to sound and
evidence-based policies on employment, particularly in respect to young
Ugandans. In this regard, IOM is working closely with the Government of Uganda,
employers’ organizations and trade unions to conduct labour market needs
assessment (LMNA) surveys in four sectors of the economy (Financial
intermediation, Food processing sector, Construction sector, Information and
communications technology sector) as well as one skills audit in the hotel
sector.
During phase I of the project, IOM developed a methodology to conduct LMNAs
and conducted two pilot LMNAs in the hotel and food processing sectors. In
addition, it assisted the Uganda Bureau of Statistics to finalize a national
labour force survey (LFS) report. Phase II of the project, builds on lessons
learned and expands the reach of IOM activities into additional sectors of
economic activity in Uganda. Given the importance of the food processing and
hotel sector to the Ugandan economy IOM will continue working in these sectors
upon the request of the LMNA Task Force. The second LMNA in the food processing
industry aims to be more comprehensive. The project will commence with a
refresher training session for LMNA stakeholders. IOM will then work with the
Ministry of Gender Labour and Social Development (MGLSD) as well as employer
association to collect data from employers in various sectors. The data
collected will be presented to sectoral roundtables to validate the findings.
IOM will produce a report which will present the findings of the LMNA and the
skills audit. Towards the end of the project, IOM will also organize a
stakeholder workshop to validate the report.
Against this backdrop, IOM Uganda is looking for a labour market specialist
to provide overall guidance in phase II of the project.
He/she will work closely with five
sectoral experts and two surveyors. The consultant will work under the direct
supervision of the Project Officer and overall supervision of the Programme
Coordinator and will be expected to perform the following:
TASKS
·
Hold discussions with national
government counterparts in Uganda on LMNA and skills audit;
·
Train government officials and
other key stakeholders on LMNA and skills audit;
·
Provide guidance to sectoral
experts in adapting the LMNA methodology to their respective sectors;
·
Review a methodology to conduct a
skills audit;
·
Provide input to the survey
questionnaires;
·
Provide guidance to sectoral
experts and surveyors in the development of a detailed work plan for data
collection of the LMNA and skills audit;
·
Analyse data for the LMNA and skills audit
(tabulations of data will be done by surveyors with input, if necessary, from
sectoral experts);
·
Lead the discussion at the
following events: • Sectoral roundtables with employers to discuss findings of
the LMNA and skills audit along with sectoral experts (October) • Validation
workshop for LMNA and skills audit (December)
·
Review the LMNA and skills audit
reports and provide feedback to the sectoral experts;
·
Produce an overarching report of
the four LMNAs and skills audit which should include policy recommendations and
adjust/rewrite to meet the highest possible technical and editorial standards.

QUALIFICATIONS
·
An advanced degree in economics;
·
At least 5-7 years of work
experience in the field of labour economy;
·
Experience in the design,
implementation, monitoring or study of labour market information systems;
·
Experience working for
international organizations a distinct advantage;
·
Knowledge of labour market survey
design and methodology;
·
Strong communication and
reporting skills in English;
·
Relevant regional/national
experience an asset;
