Brief Company Profile:
The International Gorilla Conservation Programme (IGCP) is a coalition of
Fauna & Flora International (FFI) and WWF with the mission to conserve
gorillas and their habitat through partnering with key stakeholders to
significantly contribute to sustainable livelihood development.
IGCP works in partnership with the
Protected Area Authorities in the Democratic Republic of Congo, Rwanda, and
Uganda and with the framework for transboundary collaboration provided for in
the emerging Greater Virunga Transboundary Collaboration (GVTC). Partnership
extends to the private sector, civil society, local and national government
agencies, and other NGOs and institutions.
To further its mission, IGCP is looking for a Tourism Specialist who will
be responsible for supporting the implementation of IGCP's mountain gorilla
tourism agenda throughout the region in concert with partners -
to ensure that mountain gorilla
tourism best practices are promoted; that zoning, physical and concession plans
in and around the parks are reviewed and updated and that new plans are in
place where necessary;
that revenue sharing policies are
reviewed and monitoring established for revenue sharing programmes; and
community based planning mechanisms are set up for communities neighboring the
gorilla parks.
Location: IGCP office in Kabale, Uganda.
However, the position is a regional position.
JOB DESCRIPTION
I. Goal of the Position:
To ensure the conservation of the critically-endangered mountain gorillas
through the strategic objective that by 2020, mountain gorilla tourism poses
minimal risk to the gorillas and provides direct and equitable benefits to
communities living around the Protected Areas.
II. Major Functions:
The Tourism Specialist will provide expert knowledge and capacity to
support IGCP’s mountain gorilla tourism agenda, including to ensure that
mountain gorilla tourism best practices are promoted, that zoning, physical and
concession plans in and around the parks are reviewed and updated and that new
plans are put in place where necessary, that revenue sharing policies are
reviewed and monitoring established for revenue sharing programmes, and
community based planning mechanisms are set up for communities neighbouring the
gorilla parks.
III. Major Duties and Responsibilities:
Specific tasks:
· Assist the IGCP Director and Country Coordinators to promote and ensure
best practices in mountain gorilla tourism promoted, with special emphasis on
tourism infrastructure development and revenue sharing policies and mechanisms
· Compliment the work of the Conservation Scientist to ensure that
scientifically-grounded information informs tourism development
· Work with partners to encourage, enable, and strengthen community-based
planning throughout the Virunga Bwindi landscape
· Lead the development of parameters for monitoring of revenue sharing and
produce an annual report on the dispersement and utilization of revenue sharing
in all three countries
· Advocate, along with civil society partners, for best practices in revenue
sharing policies and processes; facilitate learning by stakeholders in this
area
· Advise and coordinate participatory review of zoning, physical, and
concession plans to ensure that they are updated to minimize negative impacts
and maximize benefits
· Identify areas where new zoning, physical and concession plans need to be
developed, and work with partners to ensure that they are developed to minimize
negative impacts and maximize benefits
· Contribute to planning, monitoring and evaluation requirements of the
Programme
· Perform any other duties as required
IV. Profile:
Required Qualifications
· Minimum BSc, MSc preferred, in tourism, conservation or community
development field
· Minimum of five years experience with nature-based tourism, community
development, zoning, or conservation
· Experience in the tourism sector a plus
Required Skills and Competencies
· Proven capacity in institutional relationship building
· Proven community development and capacity building skills
· Proven experience linking tourism planning with community development
· Strong communication and negotiation skills that can be put to use when
dealing with divergent perspectives and positions
· Bilingual communication skills in English and French preferred
· Strong report writing skills
· Willingness to work as part of a multi-cultural team

V. Working Relationships:
Internal
The Tourism Specialist, with support from the Programme Manager, will work
in close collaboration with the Country Coordinators in Uganda, Rwanda, and the
Democratic Republic of Congo. The Tourism Specialist will also work closely
with the IGCP Director on issues of policy analysis and advocacy, and with the
Conservation Scientist on monitoring related to IGCP's strategic objectives in
mountain gorilla tourism.
External
The Tourism Specialist will routinely liaise with local government, civil
society, protected area staff, partner organizations and institutions, and the
private sector, representing the values and interests of IGCP at all times.
VI. Travel:
To perform the duties of this position, the Tourism Specialist will spend
an estimated 50% of his/her time in the field throughout Uganda, Rwanda, and
DRC. In these cases, IGCP perdiem policy will be applied.
