SCOPE:
The National Programme Development Advisor leads the strategic development
of the organisation’s key
programme themes in the National Association, namely
family based care (FBC), family strengthening programmes (FSP), advocacy,
gender, education, institutional partnership development and health programmes.
He/she leads the National programme development team, and works with
counterparts in the national association, to ensure successful development of
children’s programmes and initiatives across the country. The position shall be a key member of the
National Association management team and must deliver strong results.
He/ She reports directly to the
National Director, and cooperates closely with the National Management Team and
other NO staff
Brief Company Profile:
SOS Children’s Villages Uganda is an indigenous non-government, social
development organisation affiliated to SOS Children’s Villages International, a
worldwide child care organisation, currently running Children’s Villages and
other projects in 135 countries around the world. SOS has been working in
Uganda since 1991, and runs Children’s Villages and other projects at Kakiri,
Entebbe (Abaita Ababiri), Gulu and in Fort Portal - Kabarole district. SOS
Uganda subscribes to a child protection policy.
GENERAL AIM OF THE POSITION:
1.Lead the alignment of SOS children’s programmes in the country, and
ensure that the organisation’s efforts and resources are targeted at the most
vulnerable children, families and communities.
2.Lead and support implementation of international and local programme
policies in child care, FSP, advocacy and education strategies, policies, and
best practices across the National Association.
3.Build programming capacity within the Association, and ensure the
development of programme co-workers and communities.
4.Position SOS in the country as a key proponent of the rights and needs of
children and youth without adequate parental care.
PRINCIPLE TASKS & RESPONSIBILITIES:
1.Leads the planning budgeting and implementation of national programming
strategies and objectives.
2.As part of the national management team, gives strategic advice to the
National Director and other key staff relating to the development of SOS
programmes in the National Association.
3.Builds and leads a strong programme team at NO and program/location level
to collaboratively develop and implement country-wide programme plans and
actions.
4.Ensures full implementation of defined SOS programming policies,
standards and good practises, quality management, advocacy, Child Protection
Policy, education etc.
5.Implements appropriate national / programme reporting mechanisms to
ensure required standards are maintained and quality care is provided.
6.As necessary, represents the programmes function externally, at regional
& continental forums, and actively networks with other senior programme
staff of other similar organisations as a specialist in this area of work.
7.Leads programme / national plans and objectives in the programming area,
ensuring that these are aligned with, and support regional plans and continental
priorities. He/she sets the National Direction for location planning.
8.Leads the development of efficient working Monitoring and Evaluation
working tools and support systems, monitors and supports their implementation.
9.Builds the capacity of programme development staff through effectively
managing their performance, knowledge sharing activities, on-going coaching
& support, training & development etc.
10.Leads technical and financial reporting for donor funded/public funded
programmes is done in line with established administrative procedures, also
ensuring the quality, timeliness of feedback and action, as well as usage of
reports.
11.Leads the initiative for proposal developments towards funding for
programmes in conjunction with other programme staff.
12.Leads the implementation of sustainability based approaches in
programmes using local initiatives and innovations.
Minimum Criteria
1.A Bachelor’s degree in Social Work, Development studies and a related
social and community development qualification from a recognized institution.
2.A post-graduate qualification in project planning and management,
monitoring & evaluation, development studies or a related field from a
recognized institution shall be an added advantage.
3.At least eight (8) years of progressive work experience in programme
development work (addressing needs of vulnerable children & communities)
preferably with experience at national level in a senior programme development
position in the non-profit sector, child care work, and community development
or related is a key requirement.
4.Thorough understanding of community development using sustainability
approaches.
5.Good understanding of national policies and systems regarding child
development work.
6.Significant experience in proposal development and working with donor
funded programmes.
7.Proven experience in provision of technical support, training and
mentoring of programme teams.
8.Working experience at a National level operation and with one or more
areas of programme operation/outlying projects is an advantage.
9.Good understanding and experience working with human/child rights, child
development approaches, family & community development, advocacy and
rights-based programming.
10.Experience in outreach work, collaborating with local community
structures.
11.Networking and partnership experience with government, child rights and
other organizations.
