Background:
In December 2013 armed conflict erupted in South Sudan. Initial fighting in
Juba quickly escalated and led to large-scale displacement. The majority of
those seeking refuge abroad have come to Uganda.
As of March 17, 2014, a total
of 85,235 refugees had crossed into Uganda. The majority are children and
therefore are in urgent need of protection services. The majority of the
refugees are being settled by UNHCR in Adjumani district but there are also
significant numbers in Arua and Kiryandongo districts. The presence of refugees
has also affected the host population.
In order to respond to the protection and education concerns of refugee
children from South Sudan, UNICEF seeks to hire a Project Officer at NOB level
on a temporary appointment for UNICEF Gulu Zone Office. The Project Officer
will be based in Adjumani to provide day to day support to the implementation
of child protection and education interventions in Adjumani and Arua reporting
to the Head of Gulu Zone Office.
Purpose of the post:
I. Support UNICEF to scale up its child protection and education
interventions for refugee children from South Sudan
II. Ensure that UNICEF supported interventions are well coordinated with
the response from other agencies and government in order to avoid duplication
III. Ensure that UNICEF supported interventions respond also to the needs
of host communities and that the district authorities are well informed about
the emergency supported provided by UNICEF in the area of child protection and
education.
IV. Prepare written reports on the situation of children and UNICEF child
protection and education response and submit the reports to GZO and KLA UNICEF
Offices
V. Regularly monitor/oversee/support effective implementation of protection
and education interventions by partners.
Major Duties and Responsibilities:
Under the overall supervision of
the Chief of Gulu Zonal office and in consultation with UNHCR and other CP
partners, government, and UN agencies in the area, monitors and provide regular
updates on UNICEF supported child protection and education activities in the
refugee settlements and transit centers.
· The Child Protection activities are RapidFTR for unaccompanied and
separated minors, Child-Friendly Spaces, monitor on the situation of
unaccompanied and separated minors, including after they are reunified with
their families or are placed in foster and any future activity that UNICEF
might support such as conflict prevention activities. The Project Officer will
work 65% of his/her time for Child Protection activities
· The Education activities are: Early Childhood and learning spaces. The
Project Officer will work 35 % of his time for Education activities
Participate in the coordination
meetings organized by UNHCR on (Sexual and) Gender-Based Violence and Education
and keep UNHCR and OPM informed on the child protection and learning activities
that are implemented with UNICEF support.
Visit regularly the transit
centers and refugee settlements both in Adjumani and Arua and inform the Chief
of Zone Office Gulu as well as the Kampala Office on any issue that might
impede the efficient provision of child protection and education services which
cannot be solved at local level.
Report on any new child
protection or education needs that need urgent attention including child
recruitment and use by armed forces or armed groups, trafficking, the mental
health and well-being of children and their families, and other protection
concerns for children etc.
Provide special attention to the
good functionality of the Rapid FTR that it is implemented through Save the
Children and solve problems that might arise or inform urgently the UNICEF
staff from Gulu Zone Office and Kampala if the issues cannot be solved locally
Monitor and report on the use of
child protection related supplies provided by UNICEF to implementing partners.
Report regularly on Education
related programmes
Identify opportunities to work
with other sectors to strengthen overall protection for children and women by
integrating protection activities within their emergency response programmes.
Support the monitoring of
programmes and projects of UNICEF partners related to the refugee crisis.
Required Qualifications, Competencies and Attributes
· University degree in the social sciences, law or related technical field.
· Two years of progressively relevant professional work experience at the
national level in programme implementation, monitoring and evaluation of Child
Protection Programmes or related field.
· Knowledge of the latest developments and technology in related fields
· Negotiating, advocacy, and communication skills.
· Leadership and teamwork abilities.
· Computer skills, including internet navigation and various office
applications.
· Demonstrated ability to work in a multi-cultural environment and
establish harmonious and effective working relationships, both within and
outside the organization.
· Fluency in English is required and strong written and verbal
communications skill therein strongly desirable.
