HOFOKAM is one of the largest microfinance institutions
operating in western Uganda, with a vision to raise the average house hold
income and standard of living of poor families in Uganda in order to stimulate
growth, eventually contribute to national development.

The Information communication Technology Manager is a member
of the Senior Management Team and he! she maintains regular contacts with the
management and staff of both Field and Head office and reports directly to the
General Manager.
Functional Statement
Under direct supervision of General Manager, the ICT Manager
performs strategic Leadership, ICT Management and Operations and support branch
offices in ICT related operations.
He/she is supposed to submit detailed monthly report to the
General Manager on matters concerning Informalion Management Systems (MIS), and
performs other functions that may be assigned to him/her from time 10 time.
Duties and
Responsibilities
Duty No. 1
Ict Strategic
Leadership
Responsibilities:
(a) Develop and maintain ICT Strategy, related policies and
standards in alignment with the corporate strategies.
(b) Prepare, review and monitor the ret Annual Budget and
Operating Plan to ensure effective implementation of the ICT Strategy
(el Provide leadership to the ret team and advise on
ICT Developments and Policy Issues Duty No.2 ICT Management
Responsibilities:
(a) Maintain an aggregated view of all significantl major
ICT projects' status and schedule for implementation and support across the
Institution.
(b) Work closely with the entire Management and ret team to
ensure that the Core MIS Software, Supportive Hardware Infrastructure and other
supportive applications are running throughout the day.
(c) Manages the implementation and support of appropriate
ICT in the Institution in line with best practice and standards
(d) Initiate, execute and manage a structured end¬user
capacity building to ensure optimal and efficient use of all the ICT
systems/tools available in the organization.
(e) Manage relationships with all stakeholders in the ICT
industry both internally and externally to Hofokam.
Duty NO.3
ICT Operations and Support
Responsibilities:
(a) Deploy and
maintain appropriate ICT
Infrastructure and Connectivity solutions for secure,
efficient and effective flow of information to facilitate operations and
decision making in the Institution.
(b) Deploy and maintain appropriate Business Applications
that support critical business processes to ensure accurate data gathering,
storage, retrieval, processing and reporting to facilitate operations and
decision making.
(c) Deploy and maintain appropriate security systems that
ensure Network, Systems and Data
Security from internal and external security threats.
(d) Develop, document, implement, test and review Business
Continuity processes.
(e) Using the installed MIS, the ICT Manager provides
management with the necessary reporting system that translates the quantitative
status of loan operations into reports, charts and graphs that can be used in
the analysis of the financial and operational health of the organization.
(f) Updates
the clients' weekly loan statistics indicating the number of village banks,
number of members, total loan releases, repayments, average loan size, etc.;
(g) Ensures that the MIS computerized system produces
reports on time and dissemination is done to appropriate stakeholders;
(h) In coordination with the Branch Management, hel she
Supports Staff and with the guidance from the General Manager and or Finance
Controller, prepares reports required by the different stakeholders and other
pertinent documents.
(i) Packages
Annual Reports for General Manager to present to the Board of Directors:
U) Determines
report requirements of development partners and ensures the accurate and timely
submission of them (in co-ordination with the Finance and field offices);
Qualification
The position of an MIS Co-coordinator (ICT Manager) is a
sensitive one and highly technical and therefore requires someone with maximum
integrity;
• A degree
and post graduate diploma in ICT course, a master's degree in MIS/IT/Software
Engineering/Computer Science will be an added advantage.
• Minimum
of 4 years relevant experience in a
Managerial position in a Financial Institution.
• Should be
aged between 30 to 45 years
• Certified
copies of academic transcript
• Others:
Microsoft Certified Systems Engineer (MCSE) and familiarity with Cobit 4.11
IS027001/2 framework will be added advantage.
• Passport
photographs of the candidate's present likeness should accompany the
applications.
Minimum Competencies
Required
