Duties and
Responsibilities
Under the overall supervision of the Head of Offi ce/Deputy
Head of Office and under the direct supervision of the OHCHR Human Rights Offi
cer and within delegated authority, the National Programme Officer will be
responsible for the following duties:
• Plan and implement programs adequately to monitor the
human rights situation in their area of coverage;
• Research and collect information pertaining to human
rights matters from a variety of data sources (e.g. communications, publications,
the press) to keep abreast of issues/events and provide up-to-date information;
• Assist in the analysis of information, including the
impact on the human rights situation in assigned area;
• Timely entry of human rights cases in human rights
database as required;
• Draft a variety of reports, briefi ng papers, and
correspondence relating to human rights matters;
• Maintain awareness of current human rights issues,
including relevant political and legal developments in the region concerned;
• Review human rights issues, including gender
considerations, and contribute to the integration of these issues into relevant
humanitarian and development programs at regional/national level;
• Develop and implement human rights training programmes for
national law enforcement offi cials, legislators, representatives of civil
society and human rights non-governmental organizations (NGOs) in order to
promote national capacity building;
• Develop and implement a variety of programs at national
and regional level to strengthen the capacity of national institutions with
responsibilities in the area of human rights;
• Plan and implement effective programs and projects to
promote human rights awareness including sensitization and human rights
education in general;
• Promote efforts for community mobilisation which focus on
exercise of rights by the population;
• Where required, represent the offi ce on their own at
meetings/coordination forums with national authorities, UN agencies, and other
partners;
• Monitor legislative developments with implications for
human rights and offer advice to Country Offi ce and stakeholders.
• Where required, manage the day-to-day running of a fi eld
offi ce and ensure its effective functioning;

Professionalism -
Comprehensive knowledge and understanding of human rights-related matters;
ability to identify problems, i.e., political, ethnic, racial, gender-based,
social, economic, etc., causing civil unrest in a country or area; demonstrated
research and analytical skills, including the ability to identify and
participate in the resolution of relevant issues/problems; basic knowledge of institutional
mandates, policies, guidelines, etc., related to human rights; skill in developing
sources for data collection.
Planning and
Organizing - Ability to establish priorities and to plan, coordinate and
monitor own work plan; Demonstrated ability to apply good judgment in the
context of assignments given; Communication - Ability to speak and write in a
clear and concise manner, including ability to draft a variety of reports, correspondence,
etc.; Technological Awareness - Good computer skills, including profi ciency in
word processing, spreadsheets, other and relevant software packages;
Teamwork - Good
interpersonal skills, ability to work in a multi-cultural, multiethnic environment
with sensitivity and respect for diversity.
Technological
Awareness
Training and/or experience utilizing computers, including
word processing, spreadsheet and other standard software packages and systems
is required.
Candidates will be expected to assume functions in
District-based offices – willingness to travel to, and reside in the relevant
Districts is required.

Education: A
Masters degree in law, political sciences, international relations, social
sciences or any other discipline related to human rights. .
Work experience:
2 years of relevant experience in national, regional, or international
organizations or non-governmental organizations, closely related to the field
of Human Rights. Experience working with international human rights standards,
instruments and mechanisms, and knowledge and expertise of gender and women’s
rights issues would be an asset.
Languages:
Fluency in spoken and written English. Fluency in the local language in area of
coverage is also required.
