Purpose of the assignment: Under the supervision of the Chief Alive Section, the Technical Project Manager will be responsible for project management of UNICEF’s contribution to Facility Registry and National
Health Records component of the Uganda national eHealth architecture, but each step should be taken with awareness of the larger goals of UNICEF’s ALIVE Section, mTrac, U-report and 1000 Days / SUN initiatives, and related T4D projects across UNICEF Uganda.. The consultant will coordinate with the ALIVE Child Survival Systems Strengthening Specialist who will provide overall guidance on the planning and implementation of eHealth initiatives in support of the MoH.
The responsibilities of the consultant will include: - Manage $500,000 grant from USAID for the development of the Uganda National Health Records system including a mobile patient tracking solution, which should contribute to the UNICEF global 1000-days project. - Support the development of national eHealth infrastructure by managing the creation of a national repository of health facilities for the sharing of data between all eHealth initiatives. Provide additional support to the on-going mTrac/DHIS2 integration project with a goal of ensuring the effective use of disease surveillance data by national and district stakeholders, as needed. - Provide technical assistance to the MoH for the necessary investments in the national MoH Data Centre. Assist with the migration of mTrac to MoH technical control. - Provide technical assistance and coordination for the deployment of internet connectivity to district health offices and LCD screens/eLearning solution at the MoH. - Develop proposal for the integration of the mTrac website into a revised and improved MoH website including finding funding, hiring contractors and coordinating with MoH stakeholders. Manage external vendor maintaining the mTrac website and coordinate the creation of website content by the mTrac wider team. - When requested, support coordination of UNICEF health strengthening activities with other donors and development partners including USAID, WHO and CDC. - When requested, represent UNICEF at relevant eHealth meetings and present UNICEF efforts to visiting UNICEF offices and other interested parties. - When requested, support the development of a national eHealth technical architecture by providing technical assistance to the MoH.
SELECTION CRITERIA
Good understanding of development issues, world affairs and current events
An understanding of UNICEF programmes and policy, including knowledge of technology and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a way that enhances UNICEF’s image is advantageous.
Qualifications and work experience:
An advanced degree in Public Health, Management, International Affairs, International Development, Engineering, IT systems, or a related field; or a combination of a Bachelors degree in a relevant field and practical experience in complex IT systems project management.
5-7 years experience designing and implementing solutions for large-scale technical projects – including supervising engineers and software developers; responsibility for budgets, contracts and procurement, etc
. Experience with ICT hardware, mobile phones and web-based technologies.
Experience in supporting and coordinating project activities across a large organization and with other international partner organizations.
Proven experience in the evaluation field and good understanding of research steps and on linkages between programme implementation and programme evaluation.
Experience with electronic MRS, patient tracking or other related Information Systems, and broad knowledge across existing solutions including DHIS2, OpenMRS, CommCare, ChildCount+ and/or MoTech is desired
Other criteria:

. Proven ability to interact diplomatically with high-level officials, as well as experience working directly with community-level partners.
Proven skills in negotiation, networking, strategic thinking, and advocacy
Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills.
Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
Ability to travel and work in remote and sometimes insecure locations
Fluency in written and verbal English is a must; another UN or local language is a plus.
Residence and work experience in East Africa, current or past, is advantageous.
