Our client, DanChurch Aid (DCA), is a faith-based Danish NGO working closely with church-based as well as secular NGOs in Uganda and the East Africa region. Support is under three programme types: HIV/AIDS with focus on prevention and social support to people living with HIV/Aids; Active Citizenship with focus on democratic space for citizen participation in governance; Food Security with focus on food production and productivity by empowering marginalised people to claim and uphold their right to food and livelihood sustainability, as well as humanitarian and transitional responses to conflict and natural disasters. PROGRAMME OFFICER Right to Food
DCA is seeking recruitment of competent staff to fill the below two positions. These are based in Kampala with frequent travel expected.
The programme is focused on the Karamoja and Teso sub-regions. It is composed of various projects aimed at synergy to reach a common objective; the projects are mostly implemented by local partner organisations.
The PO’s primary function is to provide the overall management of the Right to Food programme and to ensure that DCA’s objectives and accountability to its target rights holders and back donors is guaranteed during the entire project cycle. The PO will also be the emergency response focal person with responsibility of coordinating DCA response and relief work. The Programme Officer reports to the Programme Coordinator.
Main tasks
- Support the design, implementation, monitoring and evaluation of the programme and projects, providing strategic, technical and financial insights
- Assess and appraise project proposals and enhance the quality of project design, implementation and management, as well as general compliance to back donor requirements.
- Support partner organisations in identifying and addressing capacity.
- Strengthen and support the mainstreaming of gender-inclusive rights- based perspectives in the programme.
- Participate in the development of project proposals and fundraising initiatives.
- Take active role in ongoing assessment of existing partners and identifying new partners.
- Ensure a high level of documentation through regular reporting, including programme reporting, as well as the required level of internal administrative tasks.
- Promote synergies, sharing of lessons and experiences within DCA and with partners.
- Act as DCA focal person for emergency response to disasters.
- Contribute to DCA information work through contact with various media and writing of articles e.g. for DCA website or monthly magazine.
Requirement:
- Advanced university degree in a relevant field.
- Strong technical background in the field of food security/ livelihood with at least 5 years’ experience with implementation of programmes and projects at "officer" level.
- Good working knowledge of the Karamoja and Teso sub-regions of North Eastern Uganda.
- Very good analytical skills and capacity for strategic planning.
- Proven experience in mainstreaming gender equality and rights-based approach, in theory and practice.
- Experience in emergency response, local and national level advocacy and alliance building.
- Excellent interpersonal and communication skills, and capacity to work with a partner based approach.
- Commitment to high quality of work and results, and to being solution- orientated.
- Able, interested and willing to multi-task (e.g. from technical support to administration)
- Computer literacy and fluent command of verbal and written English is a must.
