Assistant Procurement Officer

Background:

The mission of the Infectious Diseases institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through framing, research, and advanced clinical services, IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach:

General Summary:
    The Assistant Procurement Officer will provide Procurement support services in a IDI procurement functions in accordance with IDI procurement procedures.

Responsibilities:


  •     Check and prepare specifications, terms of reference & statement of ; requirements in liaison with user departments
  •     Preparing and issuing Request for quotations or Request for Proposals
  •     Conduct evaluation or bids and make appropriate recommendations
  •     Liaise with service providers on procurement matters
  •     Ensure safe custody of all procurement records
  •     Monitors contractor/vendor performance to ensure compliance with all terms and conditions of purchase
  •     Prepare submissions for the respective procurement committees Prepare Purchase orders and agreements for the respective service providers
  • Requirement:
  •     A University degree in Procurement & Supply chain management, Procurement & Logistics Management, Business Administration.
  •     Procurement related field.
  •     At least two years' experience in procurement and supply chain management in a busy reputable organization
  •     Should have good interpersonal skills
  •     Strong written and verbal communication skills
  •     Problem solving skills
  •     Ability to work in a busy environment and under minimum supervision
  •     Computer skills in Navision will be an added advantage
  • Summary of Other Qualifications:
  •     Ability to negotiate Procurement terms and conditions.
  •     Good communication skills, both oral and written.
  •     Knowledge of Procurement procedures.
  •     Proficiency in the use of computers especially Excel spreadsheets, inventory, word-processing packages and e-mail.
  •     Ability to use judgment and initiative in the course of executing responsibilities.
  •     Ability to make decisions in accordance with established policies and procedures.
  •     Ability to communicate with employees, vendors, and IDI contacts in a courteous and professional manner.
    Ability to prioritize multiple tasks.

Compensation:

    Compensation for the position will be commensurate with training and experience
