The mission of the Infectious Diseases institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through framing, research, and advanced clinical services, IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach:
General Summary:
The Assistant Procurement Officer will provide Procurement support services in a IDI procurement functions in accordance with IDI procurement procedures.
Responsibilities:
- Check and prepare specifications, terms of reference & statement of ; requirements in liaison with user departments
- Preparing and issuing Request for quotations or Request for Proposals
- Conduct evaluation or bids and make appropriate recommendations
- Liaise with service providers on procurement matters
- Ensure safe custody of all procurement records
- Monitors contractor/vendor performance to ensure compliance with all terms and conditions of purchase
- Prepare submissions for the respective procurement committees Prepare Purchase orders and agreements for the respective service providers
- Requirement:
- A University degree in Procurement & Supply chain management, Procurement & Logistics Management, Business Administration.
- Procurement related field.
- At least two years' experience in procurement and supply chain management in a busy reputable organization
- Should have good interpersonal skills
- Strong written and verbal communication skills
- Problem solving skills
- Ability to work in a busy environment and under minimum supervision
- Computer skills in Navision will be an added advantage
- Summary of Other Qualifications:
- Ability to negotiate Procurement terms and conditions.
- Good communication skills, both oral and written.
- Knowledge of Procurement procedures.
- Proficiency in the use of computers especially Excel spreadsheets, inventory, word-processing packages and e-mail.
- Ability to use judgment and initiative in the course of executing responsibilities.
- Ability to make decisions in accordance with established policies and procedures.
- Ability to communicate with employees, vendors, and IDI contacts in a courteous and professional manner.
