Assistant Procurement Officer ( FULL TIME )

Background:
The mission of the Infectious Diseases institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through framing, research, and advanced clinical services, IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach: Assistant Procurement Officer General Summary: The Assistant Procurement Officer will provide Procurement support services in a IDI procurement functions in accordance with IDI procurement procedures.

 Responsibilities
: Check and prepare specifications, terms of reference & statement of ; requirements in liaison with user departments Preparing and issuing Request for quotations or Request for Proposals Conduct evaluation or bids and make appropriate recommendations Liaise with service providers on procurement matters Ensure safe custody of all procurement records Monitors contractor/vendor performance to ensure compliance with all terms and conditions of purchase Prepare submissions for the respective procurement committees Prepare Purchase orders and agreements for the respective service providers
Requirement: 
A University degree in Procurement & Supply chain management, Procurement & Logistics Management, Business Administration. Procurement related field. At least two years’ experience in procurement and supply chain management in a busy reputable organization Should have good interpersonal skills Strong written and verbal communication skills Problem solving skills Ability to work in a busy environment and under minimum supervision Computer skills in Navision will be an added advantage
Summary of Other Qualifications: 
Ability to negotiate Procurement terms and conditions. Good communication skills, both oral and written. Knowledge of Procurement procedures. Proficiency in the use of computers especially Excel spreadsheets, inventory, word-processing packages and e-mail. Ability to use judgment and initiative in the course of executing responsibilities. Ability to make decisions in accordance with established policies and procedures. Ability to communicate with employees, vendors, and IDI contacts in a courteous and professional manner. Ability to prioritize multiple tasks. Compensation: Compensation for the position will be commensurate with training and experience
