ROAD SAFETY MANAGER

Scope of the
position
The holder of the post is responsible for leading and championing the road
safety agenda covering engineering and other related aspects of road safety in
UNRA. This includes but is not limited to key strategic interventions and
operational technical work in support of the road safety engineering service.

  •  Reports to the Director Planning
  •  Supervises subordinate staff as allocated.
  •  Liaises on a daily basis with the Project Engineers in the Planning,
  • Operations and Projects Directorates on aspects of Road Safety on the
network.

[iv) Key duties &responsibilities

1. Carries out various stages of road safety audits for road projects at
preliminary design, detailed design and post implementation stages in
accordance with approved guidelines;
2. Prepare and implement the Road Safety Action Plan
3. Provides safety engineering advice and guidance into various road
infrastructure projects;
4. Undertakes regular reviews of technical specifications for development
projects and maintenance performance standards to ensure safety aspects
are incorporated;
5. Identifies the need for proactive road safety initiatives eg audits etc on
proposed road schemes and devises implementable strategies for achieving
outcome based recommendations to improve road safety aspects at
preparation or post implementation stages.
6. Carrying out road safety related inspections and designs of collision
reduction schemes
7. In coordination with other sister agencies, collectively champions the non
engineering aspects of road safety including, education and sensitization.
8. Identifies designs and implements the mitigating interventions for vulnerable
road users in the design of roads and prepares various Non Motorized User
(NMU) safety reports and NMU audit reports.
9. Prepares regular and ad hoc reports for the Director of Planning as required.

specification
The post holder must have a Bachelors Degree in Civil engineering and a
Masters Degree in either Civil Engineering/Highway/Transport/ Road Safety
Engineering. Should be a Chartered or Registered Engineer with a recognized
engineering institution .Should have at least 10 years road sector experience of
which at least 3 years must have covered key professional involvement in
aspects of road safety engineering, road safety audits and in-depth knowledge of
British/Uganda Design standards and procedures with either a client or a
consultant.

[I] Position
Title
ASSISTANT SUPPLIES OFFICER
[ii] Scope of the
position
The holder of this position is responsible for receipt and proper storage
and issuance of supplies at a UNRA Station
[iii] Position
relationships
 Reports to the Assistant Engineer
 Supervises the support staff in the stores unit
 Liaises with the Supplies Officer at the Head Office.
[iv) Key duties &
responsibilities
 Coordinates the receipt, issues and deliveries of supplies for the
daily operations and special projects;
 Takes stock and advises Management on requisitions;
 Ensures that stock delivered is verified and recorded;
 Oversees the delivery, security and safe custody of stores;
 Receives requisitions and authorizes the issue of stores;
 Prepares monthly, quarterly, annual and any incidental reports; and
Performs any other duties as may be assigned by the Assistant
Engineer or Supplies Officer.

specification
The applicant must be a holder of a Diploma in Stores or Supplies
Management from a recognized institution plus at least four years of
working experience in Stores Management OR a Bachelors Degree in
Economics, Finance, and Business Administration with three years
working experience in Stores Management.

[I] Position
Title
MECHANICAL SUPERVISOR
[ii] Scope of the
position
The holder of this post is responsible for maintenance and repair of road
construction equipment and vehicles at the UNRA Station. The services
will include deployment of vehicles, plant and equipment to various work
sites
[iii] Position
relationships
 Reports to Assistant Engineer
 Supervises mechanics, plant operators and drivers; liaises with the
Mechanical Engineer (vehicles and equipment); and
 Liaises with the Transport Officer
[iv) Key duties &
responsibilities
1. To maintain the inventory of plant, equipment, vehicles and
workshop tools at the Station
2. To prepare plant, equipment and vehicles maintenance schedules
3. To supervise the repair and maintenance activities for vehicles,
plant and equipment;
4. To carry out inspection of equipment and vehicles and determine
their maintenance/repair needs
5. To ensure that workshop facilities are kept in good working order;
6. To guide and train mechanics, drivers and Plant Operators in areas
to their routine tasks;
7. To prepare daily, monthly and quarterly reports on vehicles, plants
and equipment; and
8. To perform any other duties as may be assigned by the Supervisor

specification
The post holder must hold a Bachelor’s Degree in Mechanical
Engineering plus at least three years’ working experience in maintenance
of road construction equipment and vehicles
or
A Higher Diploma in Mechanical Engineering plus at least five years’
working experience in maintenance of road construction equipment and
vehicles. He/she must be prepared to work on filed activities and
upcountry stations in any part of the country.

Title
GRADUATE ENGINEER-TRAINEE
[ii] Scope of the
attachment
The Graduate Engineer will be attached to the supervision consultant to
assist in the supervision of highway construction and rehabilitation,
contract management, quality control and testing of materials and
highway designs.
In the process, the consultant will transfer knowledge, skills and
experiences to the Graduate Engineer with the view to enhance his or her
capacity in the area of engineering.
Subsequently, the Graduate Engineer attached to the project will be able
to translate theory into practical aspects and also compile and analyze
data which will be useful in the process of registration. On
commencement of the attachment, the Graduate Engineer will sign a
Training Agreement with UNRA that clearly spells out the attributes that
the Graduate Engineer should demonstrate competence and achievement
in at the end of the attachment. The attached graduate is therefore
expected to be proactive and enthusiastic learner to ensure that he/she
attains the required competency level with minimal supervision

responsibilities
 Follows the agreed work plan for the project;
 Follows technical and professional instruction as and when
provided by the Consultant;
 Takes note of important interpretations and any other information
relevant to the implementation of the project;
 Attends technical meetings of the project with the view to grasp
engineering aspects of the project;
 Works under the guidance of the Consultant in order to acquire
knowledge and skills in road works;
 Signs up to a UNRA Training Agreement that contains key
attributes that the graduate engineer shall be expected to
demonstrate and achieve competencies in the identified attributes;
 Performs such other related duties as may be assigned by the
Consultant

The applicant must be a holder of an Honors Degree in Civil Engineering
from a recognized institution of higher learning attained within the past
four years

[I] Position
Title
EXECUTIVE ASSISTANT
[ii] Scope of the
position
The post holder will provide secretarial and administrative support to
UNRA Headquarters/ UNRA Stations.
[iii] Position
relationships
Directly answerable to the officer to whom s/he shall be assigned but
under the overall supervision of the Human Resources Officer (Employee
Relations). Will supervise the Office Assistant attached to the office
assigned.
[iv) Key duties &
responsibilities
1. Schedule appointments as shall have been deployed and receiving
visitors to the office.
2. Prepare and process all correspondences to and from the officer and
his office.
3. Ensure that all provisions required for the office are availed on time.
4. Ensure that the office of the Director or any other assigned office is
kept clean and tidy.
5. Make arrangements for meetings, writing and typing minutes of
meetings as may be required.
6. Liaise with the relevant officials of the Authority in arranging for the
assigned officer’s travel and accommodation.
7. Maintain up to date records for the assigned office.
8. Draft simple correspondences for the assigned officer’s signature.
9. Perform any other duties as may be assigned.

specification
The holder of the post must have either a degree in secretarial studies
from a recognized university with at least three years working experience,
OR a diploma in secretarial studies from a recognized institution but with
relevant working experience of at least five years in a large organization,
OR a certificate in secretarial studies from a recognized institution with not
less than ten years’ relevant experience in a large organization. Should
have a pleasant personality with a good command of the English
language, have personal initiative and be able to work under minimal
supervision. Proven competence in the use of computers and knowledge
of basic computer applications (MS Word and Excel) are required.
Knowledge of shorthand is an added advantage. Training and/or
experience in office management will be highly advantageous. Basic
knowledge and use of road systems is a significant advantage. Road
Sector experience is an added advantage.
